The TCWS/TBCU is the founder and owner of Saint Paul's College. The day-to-day Administration of the College is overseen by the Principal and the College Managing Committee which assists the Governing Board (SPC-GB).

- Ex-Officio Members:Secretary of the TCWS/TBCU; AGS, Secretary Saint Paul's; Educated Senior/Retired Administrator
- Members: Appointed by the TWCS/TBCU — 10 Members/15; Faculty Representative
- Term of Office: Three years aligned with the TBCU's term.
College Management Council
Constituted under the direction of the Governing Body. Members include the Managing Director as Chairman, Principal and Secretary, Vice Principal, Academic Dean etc. Term of office: three years, aligned with the TBCU's term. Governing Body shall meet at least once in three months.
